changed MINIO_OPTS, as `-C` doesnt seem to be supported anymore

use env in Vagrantfile to provide environment variables; do not create additional system user; update base image from Vagrant cloud; use mc for config operations

Update template to new OS image (Ubuntu22.04), add TLS protection
